History – How Without Walls Ministers Came About
In 2008, Dylan Moore received a vision for Without Walls Ministries through prayer. During this time, the Holy Spirit revealed a park with rows of canopies, where people were being provided food, clothing, and resources, all while sharing the transformative message of the gospel. Dylan’s experience in youth ministry and various internships helped him build the knowledge and confidence needed to launch his own ministry. In April 2019, Dylan reconnected with Cecilia Fraijo (Mama CeCe) at a church service, where they shared a mutual desire to serve underserved communities. By May, the Moore and Fraijo families met at Kountry Folks Restaurant in the San Fernando Valley for their first leadership meeting, where they began planning the inaugural W.O.W. homeless outreach. The first event, held at North Hollywood Park, marked the beginning of a series of outreach efforts aimed at spreading the Word.
W.O.W. Core Verse
Zechariah 2:4-5
4 and said to him: “Run, tell that young man, ‘Jerusalem will be a city without walls because of the great number of people and animals in it. 5 And I myself will be a wall of fire around it,’ declares the Lord, ‘and I will be its glory within.’

- We have no message for the world unless we receive a personal word from heaven. The word “RUN” in the verse conveys a sense of urgency. God has an important message for W.O.W. regarding His “Lost Sheep.”
“Jerusalem will be a city without walls because of the great number of people and animals in it.”
- Footnote: Notice that this verse doesn’t suggest we need to make something happen; instead, it emphasizes that it is God Himself who is drawing the people.
- W.O.W. remains committed to its mission as an outdoor ministry, choosing not to be confined by walls, so that God can continue to draw people in greater numbers. This approach not only brings individuals closer to the gospel but also provides them with access to the essential resources they need.
“‘And I, myself, will be a wall of fire around it,’ declares the Lord, ‘and I will be it’s glory within.’”
- Footnote: Notice how God refers to Himself four times and mentions what He “will” do twice. This is the Lord’s work, and His promises for this ministry “will” come to pass.
- God will be a protective wall around W.O.W., guarding against dangers both seen and unseen. His Glory will be experienced by all in attendance.
Our Mission
Without Walls Ministers was established in 2019 through the grace of God and the team’s shared passion for the unhoused and underserved communities in the Los Angeles County. The W.O.W. team’s mission is no limits, no borders, and know love.
NO LIMITS
- W.O.W. will never place limits on God. As we grow, we will remain open and adaptable, allowing the Holy Spirit to lead us wherever He calls.
Numbers 11:23
23 “The Lord answered Moses, ‘Is the Lord’s power limited? You will see whether or not what what I have promised will happen to you.’“ - We embrace limitless creativity. Although we adjust our ministry style to suit the setting, the gospel message remains unchanged.
Psalm 104:24
24 “O Lord, what a variety of things you have made! In wisdom you have made them all. The earth is full of your creatures.“ - As a team, W.O.W. will thrive beyond limits. As we fulfill God’s ordained purpose, He will empower us to do what exceeds our natural abilities.
Romans 8:28
28 “And we know that for those who love God all things work together for good, for those who are called according to his purpose.“
NO BORDERS
- W.O.W. will cross regional and international borders with the gospel.
Matthew 28:19-20
19 “Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, 20 and teaching them to obey everything I have commanded you. And surely I am with you always, to the very end of the age.” - W.O.W. will cross secular and corporate borders with the gospel.
Proverbs 18:16
16 “A man’s gift makes room for him and brings him before great men.” - W.O.W. will cross educational and governmental borders with the gospel.
1 Corinthians 1:26-29
26 “For consider your calling, brothers, that there were not many wise according to the flesh, not many mighty, not many noble. 27 But God has chosen the foolish things of the world to shame the wise, and God has chosen the weak things of the world to shame the things which are strong, 28 and the base things of the world and the despised God has chosen, the things that are not, so that He may abolish the things that are, 29 so that no flesh may boast before God.“
KNOW LOVE
- W.O.W. leadership demonstrates the love of God through obedience to His word.
John 14:15
15 “If you love me, keep my commands. 16 And I will ask the Father, and he will give you another Helper, to be with you forever.“ - W.O.W. leadership and volunteers demonstrate the love of God by loving one another.
Romans 12:9-10 9 “Love must be sincere. Hate what is evil; cling to what is good. 10 Be devoted to one another in love. Honor one another above yourselves.“ - W.O.W. leadership and volunteers express the love of God to the community through actions, words, and conduct.
